I. Supervise Homecoming activities.
C Perform other duties as may be designated by resolution or by
the Student body President.
It shall be the duty of the Vice‑President of Assemblies,
under the direction of the Student body President, to:
A. Coordinate
and encourage Student body assemblies, lyceums, pep assemblies,
and other Student body meetings.
B. Supervise
assemblies sponsored by the Student Council.
C. Supervise
special programs as specified by the by‑laws.
D. Perform
other duties as may be designated by resolution or the Student
body President.
It shall be the duty of the Vice-President of Student
Relations, under the direction of the Student body President,
to:
A. Coordinate
Student body publicity and public relations.
B. Coordinate the new student orientation program, and supervise
publication of the student handbook.
C. Perform other duties as may be designated by resolution or by
the Student body President.
It shall be the duty of the Secretary, under the direction
of the Student body President to,
A. Supervise
the Records Committee in keeping minutes of all meetings.
B. Keep
accurate financial records.
C. Keep
attendance records of all Student Council members.
D. Keep a correct
and accurate file of all correspondence.
E. Perform other duties as may be designated by resolution or by
the Student body President.
F. Prepare
the annual report.
The Historian shall be responsible for the completion of the annual
Springville High School History.
The Treasurer shall maintain records of all Student body
transactions involving the expenditures of Student body funds. (All financial records shall be open to inspection and auditing
at any time.)
Article III ‑‑ The Representative Council
Section I: Membership
The Representative Council shall consist of: Home
Room Representatives, Executive Council Members, Class Presidents
and a Senior Varsity Cheerleader.
Each home room shall elect one representative and one
alternate under the directive the Executive Council.
The Representative Council shall be organized into committees.
All home room representatives shall be placed on one standing
committee and may participate on one special committee.
The Representative Council shall compel the attendance
of its members in such a manner and under such penalties as provided
by the by‑laws.
The officers shall consist of such officers as specified in the
by‑laws.
Section II: Duties
The Representative Council shall consider by‑laws
and resolutions concerning:
A. Student body
earnings.
B. Student
body finances and properties.
C. Appointments
in student organizations.
D. Student clubs.
E. Special pins, emblems, sweaters, or other forms of identification.
F. Student
activities not specifically assigned to other groups.
All by‑laws and resolutions passed by the Representative
Council shall be in accordance with the standards and regulations
established by the administration of Springville High School,
and shall be approved by the same.
By‑laws and resolutions passed by the Representative
Council shall become effective when signed by the Student body
President and the principal.
In the event a resolution or a by‑law is vetoed
by the Student body President, the Representative Council may
override that veto by a two‑thirds vote. A veto by
the principal is final.
All appointive officers shall be approved by a simple
majority vote of a quorum of the representative Council.
The Representative Council shall pass no resolution or
by‑law regulating an activity of a class or club unless
it applies to the Student body as a whole.
The members of the Representative Council shall perform
the required activities of the standing and special committees
to which they are assigned by the Executive Council.
Section III: Meetings
The Representative Council shall meet at times and places
specified by the Student body President and approved by the principal.
A quorum shall consist of a majority of the voting members.
Attendance at the meetings shall be determined by the by‑laws.
Vacancies shall be filled according to the rules of the
Student body, class, or home room (whichever applies).
Article IV ‑‑ Class Organization
Section I: Responsibility
A class shall have the authority to sponsor, plan, and
conduct activities or programs for the benefit of its members. A Class shall not conduct any activities or name any regulations
contrary to this Constitution or any rules and regulations of
the Student Association.
Section II: Officers
A President, Vice‑President, Secretary and Treasurer
shall be elected for each class by a simple majority of the respective
class members voting.
The Class officers shall organize and direct activities
in consultation with the faculty sponsor appointed by the school
administration. Class presidents shall be members of the
Representative Council.
Article V ‑‑ Additional Departments and
Programs
Section I: Pep Organization
The Pep Organization shall consist of the Varsity Cheerleaders,
Junior Varsity Cheerleaders, Sophomore Cheerleaders, Drill Team,
and Pep Band.
Section II: Publications
The officers of the student newspaper and school yearbook
shall be chosen by the faculty advisor, or the faculty advisor
and members of the respective staffs. The names of these
publications and any other shall be determined by resolution.
Section III: School Clubs
An organization may function in the school by meeting
the requirements established in the by‑laws, and by receiving
an official charter signed by the school principal and Student
body President.
Clubs organizations not chartered by Springville High
School will not be allowed to function using high school facilities
or services, nor are they in any way sanctioned by Springville
High School.
Club charters must be reviewed annually for approval
as specified in the by‑laws.
Article VI ‑‑ Eligibility and Tenure
Section I: Eligibility
Candidates for the offices of Student body President
and Secretary shall be members of the Senior Class upon assuming
office.
Persons elected to the office of Vice‑President
may not run a second time for an office of Vice‑President.
No student may hold more than one of the following positions
concurrently unless otherwise provided: (a) Elective positions
specifically named in this Constitution, `(b) Club President and
Vice‑President.
Section II: Tenure
The tenure of Student body officers and class officers
shall be one year unless otherwise provided. Office shall officially
be assumed the first day of school.
Amendments to the Constitution may be initiated by a
concurring vote of the Faculty Council, two‑thirds vote
of the Representative Council, or by three members of the Executive
Council.
Amendments shall become a part of this Constitution upon
a two‑thirds majority vote of those voting.
Article VII Changing the Constitution
Section I: Process for changing by‑laws
A change may be initiated by either the Executive Council
or the Representative council. A majority must be present
in order for a vote to be taken. Once a vote is taken, a
by‑law may be passed by a majority of those present.
Once a by‑law has passed one house, it moves to
the other house for approval where it must also pass, as is, by
majority vote. If the second house changes the proposed
by‑law in any way, it must then return to the first house
for approval, as is, by majority vote.
Once both houses approve the same version of the by‑law,
the by‑law will become effective 30 days later with the
exception of a veto vote by the Student Body President and approval
of the Faculty Council and Administration.
A veto by the Student Body President of a by‑law
may be overridden by a two‑thirds vote of both houses.
If the proposed by‑law does not pass both houses
in the same form, it may be referred to a Joint Committee composed
of three members of the Representative Council elected by majority
vote of those in attendance, three members of the Executive Council
appointed by the Faculty Advisor, and the Student Body President. In this case, all voting will be done by the three members from
each body with the Student Body President casting a deciding vote
when necessary.
Section II: Process for Amending the Constitution
An amendment may be initiated in the same way as a by‑law
expect an amendment must be passed by a two‑thirds vote
of the entire Representative or Executive Council except in the
case of a Referendum. Once it has passed the first house,
it will go to the second house where it must pass in the same
manner.
An override of a veto of a proposed amendment requires
a three‑fourths vote by both houses.
Amendments which pass in this manner and pass the Faculty
Council and Administration shall become effective on the first
day of the next school year.
Article VIII ‑‑ Ratification
Ratification of this Constitution shall be accomplished
by a two‑thirds vote of first, the
Student Council, then the Faculty Council, and finally
the Student body.
BY‑LAWS
Article I ‑‑ Organization
Section I: The colors of the Student Association of Springville High School
shall be red and blue.
Section II: The school
mascot shall be the Red Devil.
Section III: The school emblem
shall be the block letter "S".
Section IV: The school song shall
be "Loyal to the Springville High".
Section V: The school newspaper
shall be called the "Red and Blue Review."
Section VI: The school yearbook
shall be called "LŐARTISTE".
Article II ‑‑ Nominee Stipulation
All nominees for any school office such as council positions,
club and class presidents, or presidents of any other organization,
must be carrying a full course of study, be an enrolled student
of the school, and must have and maintain a 3.00 grade point average
or above during their terms of office.
Article III ‑‑ Nominations and Primary
Elections
Section I:
All applications of candidates for Executive Council offices must
be signed by the nominator and five other interested students,
and shall be received by any Executive Council member by the pre‑determined
date set by the Executive Council.
Section II: The nominees
shall be eliminated to two candidates for each office by popular
vote in a primary election.
Section III: Preceding the final
elimination, the candidates shall be divided into two parties‑‑Red
and Blue.
Article IV ‑‑ Campaigns
Section I: Campaign managers will be left to the discretion of the parties,
excluding Executive Council members.
Section II: Campaigns shall
be limited to five days or less. Money will be supplied
by the school for campaign procedures.
Section III: Painting or defacing
school property other than by direct permission shall be forbidden.
Section IV: Each party shall
respect the posters and banners of the other party.
Section V: A campaign assembly
is to be held previous to the final election. Each party
shall be given equal time on the assembly.
Section VI: All students voting
must be active students of this school and must present their
activity card before voting in the final election.
Section VII: The winning students will be
given the responsibility of disposing of and cleaning up the posters
and banners used by both parties during their campaign.
Article V ‑‑ Oath of Office
Section I:
Every Executive Council member shall be required to take the Oath
of Office not later than October 1 for the ensuing school year. (It is suggested that this be done the day school begins.)
Section II: Oath of Office‑‑"I
pledge myself to: Honor the tradition of Springville High
School, sustain the Constitution and enforce the ordinances of
the school; support the regulations of Nebo School District and
all constituted authority; work cooperatively
with the administration and faculty to develop educational
opportunities; carry out the various assignments which may be
assigned to me. I further pledge to be diligent in promoting the
welfare of the entire Student body; keep myself physically, mentally,
and morally fit; respect the wishes of the Student body insofar
as they promote the welfare of Springville High School."
Article VI ‑‑ Grade Point Averages of
Elected Officers
Section I:
Executive Council Members‑‑Members of the Executive
Council of Springville High School shall be required to have and
maintain a 3.00 grade point average. Nominees will be checked
previous to their nomination, and those not having a 3.00 grade
point average will not be eligible for election. (Appointive
members of the Executive Council are also included in this requirement.) The grades determining eligibility for election will include the
cumulative grade
point average beginning with the ninth grade up to, and
including, the most recent grades given.
Section II: Class officers‑‑Elected
officers of the classes at Springville High School (Sophomore,
Junior, and Senior) shall be required to have and maintain a 3.00
grade point average. All nominees shall be checked prior
to the final class meetings of the year (that meeting during which
students are nominated for class officers for the coming year),
and those not having a 3.00 grade point average will not be eligible
for election. The grades determining eligibility for election
will include the cumulative grade point average beginning with
the ninth grade up to, and including, the most recent grades given.
Section III: Punishment for offenders‑‑Those
officers who do not maintain the proper grade point average shall
be placed on probation for one term. During this period
of probation, they will not be able to vote on, or participate
in, any activities associated with their office. If, after
the time of probation, grades still do not meet the above requirements,
those officers shall be released from office.
Article VII ‑‑ Representative Council
Section I.
Officers‑‑The officers of the Representative Council
shall consist of a President and a Secretary. These officers
shall be chosen from the body of the Representative Council at
the first meeting. The elections shall be conducted by the
Student body President and the nominees shall be elected by simple
majority vote. All representatives are eligible; the
only requirement is that the officers may not be Club Presidents.
Section II Attendance
of Members‑‑Representative Council Members shall be
directly responsible to the President of the Representative Council
for attendance at meetings. A legitimate excuse must be
given by a member or alternate upon his failure to attend a meeting.
Punishment shall be given to members upon repetitive absence from
meetings. If a member is absent for three meetings in a
given semester without a legitimate excuse, he shall be released
from his office. Similar punishment shall be given to any
member that brings discredit or disgrace to the Student body or
Representative Council.
Article VIII ‑‑ CHEERLEADERS
Section I
A. The cheerleaders shall
be composed of:
1. Varsity Cheerleaders
2. Junior Varsity Cheerleaders
3. Sophomore Cheerleaders
A.
There will be no more than (10) varsity cheerleaders who
will be seniors. Unless there are not enough seniors trying
out, then juniors may try out for a varsity position. There
will be no more than (9) JV cheerleaders who will be juniors unless
there are not enough juniors trying out, then sophomores may try
out for a JV position. There will be no more that
(8) sophomore cheerleaders on the sophomore squad.
A.
The Cheerleading groups will support Springville High
athletic activities. They will cheer for football, volleyball,
boy's basketball, girl's basketball, wrestling, and other sports
as directed by the administration.
Section II Selection
1. The purpose of the club shall be stated in whole.
2.
The club must agree to sustain the rules of the school administration,
the Constitution, and the by‑laws of the school.
3.
The process for the selection of members shall be in agreement
with the principles of democratic selection. That is, the
criteria for selection shall be stated in whole and shall contain
no provision for the use of the "black
ball" vote. (No prospective member shall be
denied admission to a club because of a member's or advisor's
personal feelings.
Section II Initiation‑‑Club
or group advisors are responsible for all initiations. Any
extreme initiation activity such as eating ill‑prepared
food, taking one‑way rides, wearing inappropriate clothing,
suffering hazing or physical punishment will not be allowed. All initiations should receive prior approval by the administration.
Section III Activities
(parties, dances, assemblies, and other programs)‑‑All
club or group activities shall be appropriately scheduled, and
will comply with the policies of the Executive Council and school
administration. This includes major and/or minor activities
sponsored by the club or group. (Major and minor activities are
defined in the faculty handbook.)
Section IV Records‑‑Each
organization shall keep membership records, meeting minutes, activity
summaries, and financial accounts. These records shall be
kept by the advisor, who has the responsibility to insure their
continuance from year to year. These records are open to
audit at any time.
Section V Termination
of Charter‑‑At the end of each school year all clubs
shall disband and all club charters shall expire. Certain
exceptions can be requested by an organization and may be granted.
Section VI Clubs not Chartered‑‑Clubs
or organizations not chartered (affiliated) with the Springville
High School are not permitted to display emblems or wear clothing
that distinguishes them as members of that club or organization.
Initiations for these clubs are not to take place on school property. Failure to comply with this regulation may mean suspension from
school activities.
Article X ‑‑ Queens and Attendants
Section I
There shall be no limitations on the number of times a girl may
be chosen as Queen or Attendant. There shall be no limitation
on the number of times a boy may be chosen as King or Attendant.

Article XI ‑‑ Points of Clarification
Section I:
Meetings of Executive Council shall be held regularly during the
entire school year and at various other times as required.
Section II: Each home room
shall select a representative who shall attend at least one Representative
Council meeting during each month and report the activities of
that meeting to the respective home room sections. These
representatives are not regular members of the Executive Council
and do not have a vote therein.
Section III: The responsibility of
each class presidency is to create unity among their class. They also need to aid Student Body Officers in activities and
events throughout the year.
The responsibilities of the class officers are as follows:
President: Works closely with the administrators, student
council and their officers to fully represent their class. They will call meetings, promote unity, delegate and make final
decisions concerning their class.
Vice President: In absence of the President, they will
take on the responsibilities of the President. They will
assist the president.
Secretary: Takes notes of all meetings. They are also
in charge of public relations informing their class of activities
and fund raisers.
Treasurer: Keeps records of financial transactions and
budget accounts.
Historian: Keeps records (a book) of school activities,
fund raisers and all other events pertaining to their class
throughout the year.
